Can I upgrade my action cards during the game, and when do the upgraded effects take place?

What happens when my Appeal and Conservation counters meet on their tracks?

Can I place animals in Special Enclosures, and do they count toward enclosure requirements?

If the Zoo card display runs out of cards, what happens to the Cards action?
